Content language is not interface languageTwo separate things, and conflating them is the classic mistake in Kazakh EdTech. The interface language is a personal setting. The language a course is taught in is a property of the stream — a student sits the exam in one language and must study in that language. A Kazakh-medium student can perfectly well read a Russian interface; they cannot sit a Russian test.
