Content language is not interface languageTwo separate things, and conflating them is the classic mistake in Kazakh EdTech. The interface language is a personal setting. The language a course is taught in is a property of the stream — a student sits the exam in one language and must study in that language. A Kazakh-medium student can perfectly well read a Russian interface; they cannot sit a Russian test.

One question, two languagesA question in the bank holds a Kazakh and a Russian version of the same item, sharing one ID and one set of statistics. The student is served the version matching the stream's language. This is how the national exam itself works, and it is the only way a school can run parallel Kazakh and Russian streams without maintaining two disconnected question banks.
